Can you use a more recent borg?

Maybe one from backports or the arm fat binary (see github issues / borg 
community resources)?

1.1.15 would be good. Then try to reproduce.

I've recently fixed some memory leaks (not specifically in borg check 
though, iirc).

borg does not have a "--verify" parameter. So please give the full 
command exactly as you used it.

In case you actually have used --verify-data, you could try to reproduce 
without that.

Also, try to specifically watch the memory consumption of borg to see if 
it really is the borg process. A reboot is a bit strange, isn't the OOM 
killer usually just shooting the biggest process?

If you do not have swap, maybe add some.
