[AstroPy] zscale in astropy.visualization

Hi John,

As far as I know there is no implementation of zscale in
astropy.visualization, but it would be great to have one! I've opened
an issue here:

https://github.com/astropy/astropy/issues/4773

If anyone is interested in implementing this, just comment on the issue!
